On January 9, 2019, a high-level delegation headed by Mr. Hazem Al-Youssafi, Deputy Minister of Foreign Affairs for Legal Affairs and Multi-Relations, Mr. Mohammed Hussein Bahr Al Uloom, Permanent Representative of the Republic of Iraq to the United Nations, and Mr. Mohamed Ali Muften, Director-General  of the Retrieval Department at the Integrity Commission in the meetings of the of the sanctions committee formed according to  Security Council resolution no. 1518 (2003), which is the first after 13 years.

The achievements of the Government of Iraq were reviewed as; the removal of a large number of Iraqi entities from the sanctions list and its return to its legal status in order to contribute in the recovery of the Iraqi economy and the establishment of a mechanism to assist Iraq in recovering its funds as well as the procedures that Iraqi Government’s will adopt for individuals on the ban list.

In the light of the meeting, bilateral meetings were held with the member states of the Security Council, during which bilateral relations were discussed and the United Nations Member States were urged to recover Iraq’s frozen funds located outside Iraq based on Security Council resolutions 1483 (2003), 1511 (2003) and 1518 (2003).

Permanent Representative, Ambassador Mohamed Hussein Bahr Al Uloom, participated in the work of the 8th Session of the Alliance of Civilizations, which was held at the United Nations Building in New York for the period 19-20 / 11/2018.

The Permanent Representative delivered a speech in the ministerial section of the group of friends of the coalition, in which he pointed out that the steps and efforts of Iraq are not limited to fighting terrorism militarily, but to confront it intellectually.

Moreover, work has been carried out in a serious manner to spread the culture of community peace, the convergence of religions, the acceptance of the other and the coexistence based on principle of citizenship to build a nation that can be enjoyed by all, within the framework of the national campaign to rehabilitate the intolerance

The Permanent Representative, Ambassador Mohammed Hussein Bahr Al-Uloom, participated in the meeting of the Arab Group in New York to discuss the latest developments of the Palestinian issue, in light of the recent Israeli attacks on Gaza and the ongoing discussions on the resolutions of Palestine at the 73rd session of the General Assembly and its committees.

As well as the Arab position to vote on the decision on the establishment of a nuclear-weapon-free zone and other weapons of mass destruction in the Middle East.

Participation of the Ddelegation of Iraq in the meetings of Special Political and Decolonization Committee (Fourth Committee) under item 55 on the Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories. On 13/11/2018, Mr. Alaa M. Ridha Najaf delivered a speech in which he praised the role of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories for its continued efforts to uncover the illegal practices committed by the Occupying Power of (Israel) against the brotherly Palestinian people. He also stressed the need to oblige the Occupying Power to provide all judicial guarantees for detainees from the occupied territories in accordance with fair trial procedures and standards, and to call upon all States Parties to the 4th Geneva Convention to assume their responsibilities to the provisions of this Convention in the Occupied Palestinian Territory, including East Jerusalem, by calling (Israel) to stop violations of international law and international humanitarian law and halt the establishment of settlements on Palestinian territory, and to end the continuous attempts to change the demographic composition of Al-Quds Al-Sharif. He also referred to the welcome of the Government of the Republic of Iraq to the General Assembly Resolution on the Protection of Palestinian Civilians and to the Secretary-General’s latest report, which included options for the Protection of Palestinian Civilians, affirming the right of the Palestinian people to establish their independent State with East Jerusalem as its capital within 1967 borders.

The Permanent Representative of the Republic of Iraq to the United Nations, Ambassador Mohammed Hussein Bahr Al-Uloom, receives Ms. Dina Zorba, the UN – Women Country Director in Iraq, at the Iraqi House in New York.

During the meeting, they reviewed the bilateral relations between Iraq and the United Nations and the role of the organization in empowering Iraqi women in cooperation with the Iraqi government, in particular the Women’s Empowerment Department in the General Secretariat of the Council of Ministers. 

Also, Ms. Dina Zorba, briefed on the programs to be implemented at the national and international levels and the participation of Iraqi women in these programs.

Ambassador Mohammed Hussein Bahr Al-Uloum, the Permanent Representative of Iraq, addressed the Security Council during the open meeting to discuss the report of the Secretary-General on UNAMI.

He addresses the thanks of the Government of Iraq to Mr. Ján Kubišfor his efforts in leading the United Nations Assistance Mission for Iraq (UNAMI) during the past years and extended congratulations to his successor, Ms. Jeanine Hennis-Plasschaert,

Also, he pointed out the formation of the new Iraqi government, which adopted a comprehensive ministerial platform based on determinants and priorities of a social, economic and security aspects that will serve all Iraqi citizens as well as will seek to consolidate national identity, promote community participation and protect human rights. Furthermore to establish strategic partnerships with the international and regional environment on the basis of common interests to strengthen Iraq’s standing in the international community.

The Permanent Mission of the Republic of Iraq participated in the meeting of the United Nations General Assembly on 9/11/2018 to discuss the resolution entitled “Report of the International Atomic Energy Agency”.

He point out that; despite the challenges faced by the Iraqi government in the face of terrorism, it has taken many positive steps with regard to regulatory issues of nuclear and radiological work. Also, “the free Middle East region from nuclear weapons and other weapons of mass destruction are one of the basic steps that contribute to the security and stability of this region” he added.

The delegation of Iraq also stressed that Israel’s initiation of its nuclear disarmament, its accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as a non-nuclear party and the subordination of its nuclear facility to the comprehensive safeguards system of the International Atomic Energy Agency (IAEA) is a very important and urgent necessity for the successful establishment of such a zone.
