The Permanent Representative of the Republic of Iraq to the United Nations, Ambassador Mohamed Hussein Bahr Al-Uloom, met with the Special Representative of the Secretary-General to Iraq, Ms. Jainen Hennis-Plasschaert, who will begin her duties as head of the UNAMI mission in Baghdad in mid-December.

The two sides discussed the priorities that should be emphasized during the coming period, which is considered the period of recovery, reconstruction and stability in Iraq, stressing the importance of enhancing the role of women and youth, which are the largest group in Iraqi society and the basis of building a stable and productive society.

The success of the formation of the new government within the specific constitutional dates was also discussed.

On 31/10/2018, Third Secretary Abdullah Wajih Abdullah delivered the statement of the Republic of Iraq to the Third Committee on the report of the High Commissioner for Refugees.

In which he referred that, the Iraqi Government values all the efforts made by the High Commissioner for Refugees, the relevant bodies and agencies of the United Nations aimed at preserving the rights and dignity of the refugees.

Also, he stressed on Iraq’s position, that is based on the Constitution, international humanitarian law and international conventions, in dealing with the issue of asylum and voluntary return, as well as pointing out the role of the Iraqi security forces in their just war against terrorist organizations by opening safe paths for civilians to provide safe exit for them, And the return of displaced families to their areas of residence.

The delegation of the Republic of Iraq also called for redoubling efforts to examine the possibility of applying new options to provide legal means for the migration of individuals for humanitarian reasons and to expedite the implementation of reforms in this regard, as well as commended the efforts exerted by the United Nations and its competent agencies and Member States to implement the Comprehensive Refugee Response Framework, Stemming from the historic New York Declaration on Refugees and Migrants.

On 30/10/2018, Third Secretary Suha Abdul-Karim delivers the statement of Iraq, pointing to the importance of nuclear-weapon-free zones as a cornerstone of regional confidence-building measures. 

Also, she mentioned that Iraq supports the establishment of such zones that contributes to the achievement of the desired goals of a world free of nuclear weapons and other weapons of mass destruction. 

Iraq’s vision of a nuclear-weapon-free zone and other weapons of mass destruction in the Middle East, is that the Israel will disarm its nuclear weapons and accede to the Treaty on the Non-Proliferation of Nuclear Weapons as a non-nuclear party, This is a prerequisite for the establishment of this region in the Middle East. 

On 30/10/2018, Second Secretary Nian Hamah Khorsheed delivered the two statements of the Republic of Iraq to the Third Committee, on item (72) of Elimination of racism, racial discrimination, xenophobia and related intolerance, and item 73 on the right of peoples to self-determination.

    The statement referred to Iraq’s efforts to promote the principles of justice and equality in all its national legislation and regulations. Iraq was keen to establish laws governing rights and obligations and to renounce all forms of Racial Discrimination. Also, It affirmed Iraq’s full commitment to work towards the achievement of the objectives of the International Convention on the Elimination of All Forms of Racial Discrimination.

    With regard to item (73) On self-determination. She referred to Iraq’s full solidarity with the Palestinian people and other Arab peoples under Israeli occupation, and the fact that what the people in Gaza Strip were subjected to flagrant violations of international law and international humanitarian law.

   The statement focused on the significant role played by UNRWA in the care and employment of refugees and the alleviation of their suffering. It called on the international community to support this Organization because it is contributing to the creation of employment opportunities for young people, reduce the level of unemployment among refugees and to provide substantial support to the education sector, particularly to girls and children.

On 29 October, Counselor Hassanein Hadi delivered the speech of Iraq under item Conventional weapons at the meetings of the First Committee on Disarmament and International Security.

He referred to the catastrophic effects of conventional weapons, which are no different in their effects on weapons of mass destruction.

 Also, he mentioned that the Government of Iraq reaffirms the importance of redoubling the efforts of the international community to establish an integrated system to combat the illicit trade of small arms and light weapons of all kinds and to prohibit their export to conflict zones as well as control their movement across borders to achieve a peaceful and secure world.

 Finally, he pointed to the danger of mines and explosives from war debris, pointing to the efforts of Iraqi institutions in preparing contingency plans for liberated areas in order to secure the safe return of displaced persons
