Iraq (as the Vice-President), represented by H.E. Ms. Thekra Aloosh, had preside the Ministerial Round Table Meeting within the meetings of 63rd session of the Commission on the Status of Women, entitled “Best practices and effective policies for the design of social protection and public services as well as the establishment of sustainable infrastructure, including the promotion of Women in various sectors and at all levels “, With the participation of Ms. Grete Faremo, Executive Director of the United Nations Office for Project Services (UNOPS)

In her opening statement, she noted that women in the represent 60% of the workforce in the education sector and about 70% in the health care and social work sectors. However, women’s representation remains under-represented in leadership and decision-making positions,  Where women often suffer from low wages, poor working conditions, inability to express their opinions, and exposure to violence and harassment. In the same context, the Chairperson asks to consider the following questions to help focus the dialogue:

  • What measures have achieved proven results in ensuring that women can benefit equally from employment opportunities in the context of social protection systems, including public works programs and active labor market policies?
  • What steps have been taken by Governments to ensure that adequate wages are paid and adequate working conditions are provided, including opportunities for career advancement for women working in the field of public services on the front lines, such as education, health, child and the elderly care?

Some 17 ministers and senior officials from the delegations of the participating countries made statements and

H.E. Ms. Thekra Alooash, Mayor of Baghdad and Chairwoman of the high committee for the advancement of the status of Iraqi women, headed the Iraq delegation participating in the 63rd session of the committee on the Status of Women held on 11-22/3/2019 at the United Nations Headquarter in New York. 
The meetings, held during the session, highlighted the important achievements made by Iraqi women during the last decade, despite the great challenges they faced, in particular terrorist organizations, through their active participation in the enactment of laws that contribute to the empowerment of Iraqi women and their high-level positions Influence in decision-making, she also contributed to the adoption and endorsement  of national strategies and plans, such as the national strategy to combat violence against women in 2013. Furthermore the empowerment of Iraqi women at the judicial level, with 113 women judges in 2017, up from 18 judges until 2003, and we have 87 judges and prosecutors in the Kurdistan Region.

The Permanent Mission of the Republic of Iraq to the United Nations participated in the open dialogue session on Financing for Sustainable Development on Thursday, 28 February 2019. The dialogue was chaired by Ms. Amina Mohammed, Deputy Secretary-General of the United Nations.

Ms. Amina Mohammed addressed the importance of reforming the United Nations development system, in response to General Assembly resolution 72/279, and the need for international efforts to strengthen international funding and enhance the funding reality of resident coordinator systems to achieve the United Nations goals for sustainable development 2030.

The Permanent Mission of the Republic of Iraq to the United Nations participated in the open dialogue session organized by the International Women’s Forum on 28/2/2019, chaired by Ms. Inga King, President of the Economic and Social Council.

Ms. Inga highlighted the importance of women in society and the need to empower them by promoting capacity-building and participation in all areas of life. She presented her personal experience as an example and advocate for the promotion of women and supporting the activation of their role internationally. The dialogue also included civil society organizations, Opportunity for young people to participate and put their ideas.

The Permanent Representative, Ambassador Mohammed Hussein Bahr Al-Uloom, met the Foreign Minister of Norway, Ms. Ine Eriksen Soreide, on the sidelines of the event held Mission of Iraq at the United Nations headquarter in New York on 1/3/2019, jointly with the missions of Norway, Cambodia and Mozambique on the 20th anniversary of the entry into force of the Convention of the Prohibition of Anti-personnel Mines (Mine Ban Treaty).

The Permanent Representative, Ambassador Mohammed Hussein Bahr al-Uloom, addressed a speech in which he pointed out that the accession of three quarters of the world joined the Convention reflects its importance, noting the many achievements achieved through the destruction of nearly 52 million mines of stockpiles and clearance of large areas of land, there are 31 Parties that have already been affected by anti-personnel mines had completed their mine-clearance obligations

The permanent representative explained that the presence of explosive devices left by the terrorist entity “Da’ash” in the liberated areas is still an obstacle to the return of nearly 1.4 million Iraqi citizens to their homes, adding that the danger exceeds this by blocking access to humanitarian assistance and the restoration of public services

He also referred to the efforts of the army, police and civil defense forces in the area to remove explosive damage in order to restore civilian facilities in a safe manner

On 21/2/2019, The Permanent Representative participated in the meeting of the session of the committee on the Implementation of the Declaration on the Independence of Colonial Peoples and Countries, Which witnessed the election of the Permanent Representative of Grenada as Chairman of the Committee, the election of the Permanent Representative of Indonesia, the Permanent Representative of Sierra Leone and the Deputy Permanent Representative of Cuba as Vice-Chairmen, as well as the election of the Permanent Representative of Syria as Rapporteur of the Committee. In this regard, the Permanent Representative made a statement in which he indicated Iraq’s full readiness to cooperate with the Chairman and the Bureau of the Committee to work towards the achievement of the objectives that the Committee were established upon.

On Wednesday, 20 February, The Permanent Representative attended the formal session of the General Assembly of the United Nations, at the United Nations Headquarters in New York, on the situation in the temporarily occupied territory of Ukraine, during which the States Members of the United Nations heard the statement of Mr. Petro Poroshenko, President of Ukraine. Also, statements delivered by representatives of some European States, Canada and the United States in favor of Ukraine. It should be noted that the speech of the Ukrainian president has confirmed that since 20/2/2014, Ukraine is facing the Russian military aggression on its territory, which constitutes 7% of Ukraine. The Permanent Representative of the Russian Federation stressed that the signing of the package of measures for the implementation of the Minsk Conventions on 12/2/2015 is a milestone in the international efforts to help reach a settlement in Ukraine.
