The Permanent Representative of the Republic of Iraq participated in the high-level meeting of the United Nations General Assembly under the chairwomanship of Ms. Maria Fernanda Espinosa, President of the United Nations General Assembly, and the presence of Representatives of Diplomatic Missions to the United Nations, To mark the 100th anniversary of the founding of the International Labor Organization (ILO) with a perspective on the future of working with decent work. The session focused on the history of the organization and its achievements to support the workers’ sector in line with the achievement of the United Nations goals of 2030.

The Permanent Mission of Iraq to the United Nations participated in the Economic and Social Council forum for the Year 2019, Youth forum for the period 8-9 April 2019, entitled “Empowerment, inclusiveness and equality”, For the first time, this forum is being held as a separate forum, with the participation of high-level delegations, and the Presidents of the General Assembly, the Economic and Social Council and the Secretary-General’s envoy for youth, have jointly managed the formal meetings, that addressed the problems and challenges facing young people, solutions and recommendations, as well as workshops and open dialogues for young participants to make the forum’s input from the global youth reality to achieve the United Nations goals for the year 2030

The Permanent Mission of Iraq participated mainly with the Missions of Norway, Poland and Mali at the ceremony held by the United Nations Mine Action Service (UNMAS) on 4/4/2019 on the occasion of the International Mine Awareness Day.

The Permanent Representative, Ambassador Mohammed Bahr al-Uloom, made a statement on the occasion, referring to the dangers of explosive devices and IEDs abandoned by the terrorist organization ISIS, which impeded the return of the civilian population to their homes in the liberated areas.

He explained that the Iraqi government is giving priority to remove the dangers of explosive devices and IEDs as an essential step before embarking on any rehabilitation or reconstruction of infrastructure or major residential buildings. Rehabilitation and reconstruction activities are crucial for the re-establishment of basic services and the safe return of people to their homes in the liberated areas.

He also referred to the services provided in the area of mine risk awareness to the affected population and coordination between the UN and Iraqi national authorities.

On 29/3/2019, the Permanent Representative of the Republic of Iraq participated in the high-level meeting entitled “Ministerial Peacekeeping Summit: Uniformed Capabilities, Performance and Protection”, organized by Department of Peace Operations in collaboration with the Department of Operational Support (DOS) which witnessed the presence of the Secretary-General and the extensive participation of Member States of the Special Committee on Peacekeeping Operations (C34), in addition to the Special Envoy of UNHCR Ms. Angelina Jolie. The Summit discussed the role of peacekeepers in conflict resolution, increasing the level of training of the forces to be able to fulfill the international mandate, also invited Member States to participate in peacekeeping operations by sending troops and police, especially women in accordance with gender equality principles.

The Mission of Iraq to United Nations participated in the high-level Meeting on climate change held under the auspices of the General Assembly for the period 28-29/3/2019, and upon un invitation of the President of the General Assembly, Ms. Maria Espinosa.

The delegation of Iraq delivered a statement noting that; despite being one of the least contributors to greenhouse gas emissions, Iraq was one of the most vulnerable countries to climate change, and that is why Iraq is firmly committed to responding to global actions towards nationally determined contributions to the United Nations Framework Convention on Climate Change with a view to significantly reducing greenhouse gas emissions.

Also, the statements states that, Iraq will face a range of complex and difficult challenges due to the impact of climate change, including water scarcity, land degradation, desertification, loss of vegetation, biodiversity and salinity, the statement said.

Furthermore, climate change threatens the coastal areas of the Gulf, in Basra Province, in southern Iraq, due to sea level rise, water temperature and increased acidity. This affects coral reefs and biodiversity in the marine environment and causes the loss of coastal land.

Iraq has pledged to commit to reducing emissions at a time when it has been at the forefront in fighting the world’s most virulent terrorism on its soil for more than a decade.

the Permanent Representative of the Republic of Iraq delivered the Statement of Iraq during the open Session of the Security Council under “Threats on International peace and security: combating the financing of terrorism” which it was held on 28/3/2019. Iraq welcomed the adoption of resolution No. 2462 to strengthen actions and measures to prevent and combat the financing of terrorism, referring to the actions and measures taken by the Government of Iraq to combat and prevent the financing of terrorism, in particular ISIS.

It is worthy noted that the Permanent Representative had condemned the terrorism attack that hits two mosques in New Zealand, also Iraq supports the wise measurements adopted the Government of New Zealand.  

Ambassador Hala Shaker Mustafa, Undersecretary for Political Planning Affairs, participated in the event organized by the Qatari mission in cooperation with the Canadian and Pakistani missions, the United Nations Office for Combating Terrorism and the United Nations Office on Drugs and Crime, on the sidelines of the meetings of the Commission on the Status of Women, In the presence of Mr. Yousef Mohammed Al Osman, Minister of Administrative Development, Labor and Social Affairs of Qatar, and Ms. Aisha Abu Bakr, Minister of Women's Affairs and Social Development of Nigeria. H.E. the Deputy Minister "referred to the vicious attack on Iraq by terrorist organizations and the measures taken by the Iraqi government to confront its painful repercussions. The most important of these was the signing of a joint statement by the Iraqi Government and the United Nations on 23/9/2016 to rehabilitate victims of sexual violence from women who had been raped by terrorist groups and re-integrate them into society", in a speech delivered during the event.
